What is the Federal ITS Requirement About?

Federal regulations (23CFR Parts 655 and 940 Intelligent Transportation System Architecture and Standards) require that projects funded with highway trust funds, must conform to the national architecture and standards, be guided by a regional architecture of geographic boundaries defined by stakeholder needs, and use a system engineering analysis that considers the total project life cycle.

The California Department of Transportation determined that a comprehensive process, conforming to federal guidelines is needed to update and enhance the Initiatives project.  This Statewide ITS Architecture and System Plan will create both a statewide architecture and system plan that not only updates the Initiatives project but also sets the stage to integrate and build upon existing ITS plans and architectures in the state.

Architecture Conformity

The National ITS Architecture and Standards Conformance rule and policy (often referred to collectively as the Final Rule) require that projects funded with highway trust funds conform to the national architecture and standards, be guided by a regional architecture of geographic boundaries defined by stakeholder needs, and use a system engineering analysis that considers the total project life cycle.

The California Statewide ITS Architecture and System Plan  will meet the requirements of the final rule for those services that are statewide/ state-level in nature for California.
